Our new government will incentivize business investment through privatization and a tax plan that encourages investors with tangible long-term opportunities for wealth. The resources are untapped and the potential of Congo is untapped. Under President Malanga’s administration, the government will promote forward thinkers to help develop our nation and establish New Zaire as the center of business in Africa. Artisanal mining will be privatized with ethical practices. We will create and enforce laws that will ensure that small businesses abroad will have both the interest and capability to invest in the unique opportunity of the developing of the New Zaire.
National defense is of utmost importance for the survival and development of a nation, and the New Zaire requires real security reform. A country’s security policy defends its values, interests and sovereignty at home and abroad. This is necessary to support freedom, democracy, the rule of law and human rights. Our country has been vulnerable to external threats, including invasion by foreign armies due to the lack of united, professional and dedicated armed forces. Because of its vast natural wealth, New Zaire is a target of many foreign as well as local groups who seek to create a climate of great instability in order to illicitly exploit the country’s wealth. Thus, a shift in the current national defense and security is required and we must adopt new policies and expectations for the professionals we depend on to defend our country. We need a national defense system whose main mission will be to defend the nation in time of wars, and to work on social projects in time of peace.
It is time for the men and women of New Zaire to be proud of their military and feel safe at home. It is time for the police to be trained and equipped to deal with civilian matters. We will train and educate. Military enlistment and police enlistment are for hardworking, patriotic, and law-abiding citizens. As President, I will ensure that the military will be run by the most qualified professionals, assisted by knowledgeable experts helping to create this security reform for the future of New Zaire. Human rights will be protected with a military that is educated to respect their sworn oath to serve the Congolese people and the Constitution.
New Zaire is committed to making women’s rights at the forefront of our agenda. We believe that women are at the core of our society. They are raising our children: the future of New Zaire, they are acting as educators and role models, they are instilling their values and their expectations, and they are strong. But they have not been afforded the opportunity to thrive and advance-economically, politically, and socially, until now. We believe that women deserve the same opportunities that the men in their community receive, and we plan on making this a reality.
We will get rid of political influence in the military, and the New Zaïre military will operate as an apolitical institution that must serve the nation, and not serve the personal or collective interests of a few. We will keep the New Zaïre’s development in pace with its security needs. We will enhance the national strategic security capabilities by cooperating with our neighbors and international allies to tackle conventional and non-conventional security threats, including terrorism. We will establish state-of-the art national intelligence services with the aim of protecting resources from plunder and collecting information, rather than oppressing citizens.
We must ensure that Zairean women are represented along their male counterparts in government. In order to do this, we will provide training and leadership opportunities in politics, and incentivize women to run on the local and federal level. Until now, our government has been male-dominated, and an unfair representation of our country. The voice of our women will be far-reaching and impactful in the New Zaire.
We will construct creative and innovative classrooms where children are exposed to a rich, broad, stimulating, and flexible curriculum taught by highly qualified and valued teachers. I will enable students to be involved and take ownership for their own learning by creating a curriculum that is engaging as well as relevant. I will support parents to become more integrated into their children’s education by involving them in the classroom as well. Building a world-class education system means preparing our kids for productive citizenship and for the jobs of tomorrow in a student-focused system. A flourishing education system is key to our future, and to a new economy that will allow the New Zaire to compete with the rest of the world.

We will build a national, unified and robust army whose main mission is to assert the New Zaïre’s sovereignty. Our armed forces personnel will be highly trained and will receive professional development opportunities throughout their careers. They will learn high level skills, knowledge and experience. They will be provided with some of the best equipment in the world to make the New Zaïre’s army the best military force in Africa. President Malanga do not believe in the cult of mercenaries, and will never call on foreign armies to defend our shores.
Our foreign policy is rooted in the belief that relationships between countries should be based on mutually beneficial principles. There should be a solid understanding, among parties, that their interactions are to be of a purely egalitarian nature. The New Zaïre will engage the international community to promote an agenda that seeks peace, is founded on democratic principles, the respect of territorial integrity and national sovereignty. President Malanga believe that global security is dependent upon the coordinated execution of policies which are; guided by a strong sense of international accountability, and strongly supported international law enforcement regimes.
Our new regime will serve as the example of democratic governance in Africa. We believe that an accountable and democratic government in Kinshasa is critical to the development of the New Zaïre and ultimately, the African continent. We will align the New Zaïre with other nations similarly committed to the promotion of peace, equitable trade policies and security of foreign assets. Our foreign policy will vigorously oppose kleptocratic governance and the misuse of power. We in the New Zaïre are well acquainted with the tragic results that can occur when incompetent and corrupt leaders are provided diplomatic and financial assistance.
Our foreign policy advocates tough punitive mechanisms to deter illegal exploitation of New Zaire’s natural resources. The degradation of human dignity and the violation of international laws and agreements must not be allowed to continue. We shall enact policies that aim to fully integrate the New Zaïre’s markets and industries into the competitive global market place. Our foreign policy will promote the emergence of an economically credible New Zaire, by working together with transnational corporations whose operations are critical to the growth and development of the New Zaïre. This will be the foundation of the New Zaïre’s effective international financial system.
